You actually drill for oil with the aid of rotating disks inside with holes in them. There are three disks and that determines the depth at which the oil holes have to go to hit oil.
After the board it set up you buy property and drill for oil. The more property you buy the more you can drill on. So you what happens when you find oil? Depending on how deep you go to find it you get paid! The deeper you had to go the more it cost!. Don't want to drill anymore right now?
